4 Approval of previous minutes –
Approval of the Minutes of the Parish Council Meeting held on 13 June 2023 was proposed by Cllr Spence, seconded by Cllr Parish and signed by the Chairman.
5 Urgent Business – Defibrillator at Squinting Cat – Electrical requirements
passed to the Squinting Cat, awaiting further contact. Anyone wishing to attend defibrillator training at Ripon Bowling on Tuesday 22 August 2023 at 7pm should register to do so.
Grants – Working with Organisations – Cllr Parish to
draw up a form. Amounts of grant and budget to be
decided.
Bench – Contact Persimmon Homes with preferred site for
bench.
Notice Board – Cllr Hull to forward the forms for a Locality
Grant.
Commuted Sums – Cllrs Parish and Hull to follow up.
Standing Orders – All Parish Councillors have accepted
the Orders and have signed a copy.
- Finances – The bank balances at 18 July 2023 were reported to the Parish
Council:

Clerk to investigate the possibility of a ‘Debit Card’ for some payments. – ongoing.
Bank Mandate updated and will be passed to HSBC.

A quarterly Internal Audit has been carried out and agreed by Cllrs Spence and Ellis.
A Financial Management Statement was presented to the PC showing percentage of
Budget spent in first quarter of year.

Training for Parish Councillors.

- Local Plan The Western Arc Coordination Group (of which we are a Member) are
asking that the West Harrogate Infrastructure Study and Infrastructure Delivery
Schedule are completed and ratified by NYC and will impact on the imminent
planning applications to be considered for Windmill Farm and Bluecoat Park.
Cllr Spence to join a West of Harrogate Stakeholders meeting with NYC on 3rd
August to be updated on the current situation.
10 Traffic and Highways Direction sign on approach to village from Leathley has
now fallen off, report via Portal
Overgrown 30mph sign near Harlow Carr to be reported.
Meeting with Chris Blackburn (NY Highways) to include
the positioning of the crossing and dropped kerbs on
B6162 approach to mini Roundabout, proposed
reinstatement of footpath to the cricket field and request
that NYC write to 2 residents re overgrown hedges
blocking footpaths and obscuring road signs.

12 Correspondence The Parish Charter has been agreed by North Yorkshire,
