MINUTES OF THE MEETING HELD ON Monday 8 September 2025

Present:       Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mr S Swires, Cllr M David,

  1. Approval of previous minutes

 

Approval of the Minutes of the Parish Council held on 21 July 2025 was proposed by Cllr David and seconded by Cllr Parish. The minutes were signed by the Chairman.

 

 

  1. Urgent BusinessSpeed Sign – Cllr Spence to contact TWM again, with a

copy to go to Highways.

 

Boundary Commission – The Parish Council is still set

loose 125 dwellings, these being moved into

the Harlow Ward of the Harrogate Town Council

 

5 Church Row – North Yorkshire Council are aware of

the state of this property and have had water, gas

and electric turned off. PC to continue monitoring

the situation.

 

Website – It was agreed to remove the newsletter request

and replace with a link to Newsletter on the News

page.

The bank balances at 8 September 2025 were reported to the Parish

  1. North Yorkshire Councillor The new Local Enforcement Plan should be in place

by March 2026, with consultations with Parish

Councils in January 2026.

                                                              Following the reporting of recent late collections of

waste and recycling in the village, some reasons

given were software and hardware incompatibility.

The Government have raised the Housing Supply for the

next 5 years from 4,077 to 4156.

The Government had reduced their funding to North

Yorkshire again for next year.

opposite Shaw Lane end. Parish Council to gather

designs for next months meeting.

Received an email from Highways re a weight restriction

sign that maybe incorrectly placed.

30mph traffic sign down from Norwood Lane is obstructed,

Cllrs to investigate.

  1. Copse and Grass cutting            Decided at last meeting (as below) that the Clerk

will email a copy of approved minutes to school.

 

School had placed a huge poster over the top the of our “20’s plenty”

banner and another poster from Cundall Manor School on the

roundabout fence. All have been removed and owners notified. It was

suggested that the“20’s plenty” banner be placed in the copse.

 

                                                 It was proposed that no banners/notices/posters of any kind be placed

on the Parish Council’s fence at the roundabout (junction of B616 and

B6162) in accordance with Planning Regulations (to cover the entry  point into the copse) in the Planning Application granted in 2000.

 

Proposed by Cllr David, seconded by Cllr Mrs S

Swires and carried by all.

The bench in the Copse requires re-assessing.

 

Several trees at the side of the road between the roundabout

and “The Sandringham” appear to be dead and need

reporting.

 

 

  1. Correspondence           An email from Helping Hands requesting that the PC we

place a link on our website. Request denied as

could be seen as endorsing said company.

 

 

  1. Councillors Questions/Comments Cllr Mr S Swires’s Register of Interest does

not appear on North Yorkshire’s website. Clerk to

investigate.

                                                                        

                                                                         Cllr Parish reported that the water, gas and

electric have been turned off at 5 Church Row (empty

cottage) and the property made secure.

 

She also reported that the planting in the Haverah

Coronation Wood had been completed in March. A quote

of £750.00 had been received for the cost of digitising the

Parish Council minutes. Grant to be sought.
