MINUTES OF THE MEETING HELD ON Monday 13 October 2025

- Declarations of Interest None.
- Exempt Information Item 15 of this meeting will be held in
exempt session as it concerns information relating (to an (individual)
(to individuals) under paragraphs 1, 2 & 3 of schedule 12A to the Local
Government Act 1972 as amended.
Therefore the public will be excluded from this part of the meeting due
to the sensitive nature of the item under discussion.
Exempt Information will be kept separate and will not be released for Public scrutiny.
- Approval of previous minutes
Approval of the Minutes of the Parish Council held on 8 September 2025 was proposed by Cllr Steven Swires and seconded by Cllr Parish. The minutes were signed by the Chairman.
Matters Arising Cllr Mr S Swires’s Register of Interest does
not appear on North Yorkshire’s website. Clerk to
continue investigation.
- Urgent Business – Speed Sign – Cllr Spence has been in contact again
with a representative from TWM
Boundary Commission – The Parish Council is still set
loose 125 dwellings, these being moved into
the Harlow Ward of the Harrogate Town Council.
The Parish Council has repeated it’s comment to
the Boundary Commission.
Website – Work ongoing
Dog Fouling – unable to trace case no.
Commuted Sums – Approx £702.00 in commuted sums
can be spent on the grass verge opposite the
junction with Shaw Lane.
Yorkshire Air Ambulance – It was suggested that the email
from the Yorkshire Air Ambulance be forwarded to
the Village Hall Committee with a view to hosting a
Clothing Bank.
Village Gateways – Research types and prices of Village
gateways for consideration.
Digitising minutes – Approved Minutes from 1938 to the
present are held by the Parish Clerk. 13 March 1938 to 20 June 2007 were handwritten, July 2007 to December 2007 were hard copy and from then onwards a digital copy is held on computer files.

The bank balances at 9 October 2025 were reported to the Parish
Council:

Approval to implement annual pay rise for clerk, NJC award from
April 2025 and arrange back pay with December quarters pay. From £3,457 to £3,568 (5 hours per week)
Proposed by Cllr Parish, seconded by Cllr Mrs S Swires and
carried by all.
After a discussion the Precept request for 2026/2027 (deadline 31 December 2025) was approved. £8,450 was agreed by all.
Asset Register to be updated at next meeting.
Internal audit for the Sept quarter was carried out by Cllrs Spence and Parish before the meeting.

The Parish Council objects on the planning grounds set out below:-
The Parish Council is extremely concerned about the arrangements for site access off Lady Lane, during the construction phase, which could cause disruption for a period of circa four years.
Bearing in mind that Lady Lane is a narrow country lane with blind corners and in our opinion entirely unsuitable for large vehicles we would like to be certain that the following conditions are applied: –
An enforceable construction phase traffic management plan is submitted and agreed as a condition of Planning Consent and should address the following: –
- Restricted hours for deliveries.
- All site vehicles to be parked off the highway
- Wheel washing facilities provided.
- Road sweeping to be carried out at regular intervals.
- No access via Whinney lane and Hilltop Lane.
- Sufficient and clear signage to ensure that the approved route is strictly followed
- Measures taken to minimise damage to existing road surfaces and infrastructure. Any damage to existing roads, drains, verges, fences and gates should be made good immediately.
- Use of Lady Lane by residents, local businesses, road users, pedestrians, horse riders should be prioritised and respected.
We would like it to be noted that currently Lady Lane traffic levels are at capacity at peak times and that there are no footpaths, designated crossing points or street lighting.
The P.C. would like to be assured that all consents are conditional on the new housing meets all current statutory requirements of sustainable construction and energy efficiency.

Full Planning Application for the realignment and enlargement of Pot Bank
roundabout with associated works at Beckwithshaw Roundabout (North Yorkshire
Council)
The Parish Council does not object to or support the application but wishes to make comments or seek safeguards as set out below:-
- Why has it become Pot Bank roundabout and not Beckwithshaw? (Original documentation refers to Beckwithshaw)
- The Grampian condition is referred back to the start of construction of the Lady Lane/Whinney Lane developments. Does this mean work is imminent?
- The report says we will not have a bus service but that a bus can do a U turn in the new roundabout. As it is used by buses everyday for school transport that’s good! However, has the swept path analysis taken into account the large tractor rigs (slurry, silage, straw etc.) coming through the village – sometimes a hundred times a day? (They have been counted)
- There is acknowledgement of the huge extra amounts of traffic through the village and the fact that the current roundabout is close to capacity already – does this not improve the cases for 20mph through the village and for a road crossing in the middle of the village? This proposal is very light on improved movement and safety of pedestrians and vehicles!
- Argument 3.5 – Pedestrian catchment in SLR transport assessment document mentions walking to school or church or the Smiths Arms but NOT from the village (or Harrogate) to the cricket club, Cardale Escapes holiday park, the new Haverah Coronation Wood or the access to the public footpaths through Haverah Park to the west and onward or as part of the Harrogate Link circular to the east towards Birk Crag through Cardale Woodland and RHS Harlow Carr, the Pinewoods and to the Valley Gardens. To this end it is felt that there has been no provision made for a better pedestrian access to these amenities and given the heavier predicted traffic flows a ‘proper’ footpath in the new 30mph limit (beyond the Cricket Club) should be made at the same time. This will help facilitate safe pedestrian access to all of the foregoing.
- The number of crossing points is excessive as no one uses the East Lodge side of the road to access anything (other than East Lodge). A footpath planned here looks very close to the carriageway for turning wagons and tractors going north from the Otley Road? Could money be saved from at least two crossings and put towards a new, kerbed footway in the new 30mph stretch up to the cricket club? This extended and lit 30mph is great news – but the Otley Road approach from the east is 60mph and reduces to 30mph very close to the new roundabout. Could this also be moved further back to say, beyond Sandringham House? This is the most frequently used pedestrian area by school children and parents with buggies, scooters, etc. It looks a much safer option.
- Further regarding crossings – will there be any pedestrian controlled ones e.g. zebra, pelican? At peak flow when people are walking to or from school it is very difficult, even at the moment, to cross the Otley Road and enter/leave Beckwithshaw on foot. If not, then crossings with two parts need to be wide enough for pushchairs and adults to wait on whilst large rural and goods vehicles go past.
- Who will take on the maintenance of the new trees? (Highways, Parish Council, or NYC?)
- There are photos missing of the trees to be taken down from the arboriculturists report.

A planned road restriction notification has been
received re Beckwith Head to Beckwith Cottages
between 8 and 10 December 2025 to allow
installation of new telecoms ducting.
Pot Bank – Several problems have been raised
about Pot Bank and need reporting. The
corners exiting the bridge are silting-up and
making the carriageway narrow. The road
surface on the top bend on the
Beckwithshaw side is deteriorating. The local
resident is experiencing problems with
vehicles driving straight on into their wall.
Chevrons, signage and an anti-skid surface
have been missing since the Cycle Race.
Grit piles are required for winter.
