HAVERAH PARK WITH BECKWITHSHAW PARISH COUNCIL

MINUTES OF THE MEETING HELD ON Monday 26 January 2026

Location:     Beckwithshaw Village Hall

Present:          Councillors – Cllr D Spence, Cllr A Ellis, Cllr J Parish, Cllr Mrs S Swires and Cllr Mr S Swires.

Parish Clerk – Mrs J H Galloway.

2 Members of the public were present.

2   Declaration of Interest:   None.

  1.  Exempt Information: Item 15 of this meeting will be held in exempt session as it concerns information relating (to an (individual/s) under paragraphs 1, 2 & 3 of schedule 12A to the Local Government Act 1972 as amended.

Therefore the public will be excluded from this part of the         meeting due to the sensitive nature of the item under discussion.

 

  1. Approval of Previous Minutes

 Approval of the Minutes of the Parish Council Meeting held on 24 November 2025 was proposed by Cllr Parish, seconded by Cllr Mr S Swires and signed by the Chairman.

 

  1. Urgent Business:            Speed Sign – A letter to be composed to send to the Liquidators.

 

Website – Has been updated and continues to be adjusted to be able to post information when necessary.

Boundary Commission – Haverah Park with Beckwithshaw Parish Boundary has not been altered but a part of the Harlow Grange Estate will be included in the

Harlow Hill Ward, therefore our Parish will sit partly

in the Harlow Hill Ward and the rest will remain in

the Pannal and Washburn Ward of North Yorkshire

Council.

Village Gateways – A submission to be put to North Yorkshire re

the proposed Gateway/s with pictures and location.

Cllr Parish spoke with Bank and completed Safeguarding. Bank has acknowledged

that the Safeguarding is complete.

  1. Planning: Applications

25/03954/FULMAJ

Erection of up to 60 dwellings and associated infrastructure at Beckwith Head Road (Keepmoat Homes Ltd and Beckwith Knowle Developments Ltd)

 

The Parish Council does not object to or support the application but wishes to make comments or seek safeguards as set out below:-

 

Road Infrastructure

Though the level of additional traffic is modest and will not result in a significant impact, it is addition to the approx. 3,000 dwellings already planned for the west of Harrogate which will have an adverse effect on traffic.

Cycle Track

No confirmation that the proposed cycle track on Beckwith Head Road will be extended to the east to connect to the existing Otley Road track. This lack of connectivity will not support the implied increase in cycling as supposed by the Traffic Plan i.e. pupils attending the nearby schools would not consider it a safe travel option.

Community Facilities

Any facilities available are reliant on the development of the Windmill Farm and Bluecoat Park sites.

Education

Local schools, both primary and secondary are already at capacity, its unlikely that the CK contribution from this development in isolation will have any impact in the provision of additional facilities. Again dependant on the other developments.

Removal of single storey outshoot buildings to main house. Construction of new extension part two storey and part one storey at The Manor House, Lady Lane. (Mr & Mrs Burrows)

 

The Parish Council does not object to or support the application but wishes to make comments or seek safeguards as set out below: –

 

There are concerns about the extension being in keeping with the surrounding area and that the proposed fenestrations are aluminium

 

NOTE  This application has now been refused.

Removal of hedges to facilitate installation of new sewerage apparatus across West Harrogate at Otley Road, Burnbridge, Pannal and Fulwith Mill Lane (Yorkshire Water Services Ltd)

 

The Parish Council does not object to or support the application but wishes to make comments or seek safeguards as set out below: –

 

The Parish Council has expressed concerns re the finalised route and would like to see a confirmation of full reinstatement, at the end of the scheme, of the hedges with ongoing maintenance.

 

 

Enforcement

Unauthorised Pole mounted CCTV, potential non-compliance with conditions 5 & 6 of ZC24/04299/FUL at Crimple Head House

 

 

  1. Local Plan Harrogate Town Council is holding meetings for Neighbourhood

Planning and has invited representatives of our Parish if they

would like to attend. Cllrs Spence and Ellis would like to attend

and require meeting dates.

 

 

  1. Traffic and Highways:     Repairs have been carried out to the leak at village roundabout but water is still appearing.

                                                    The overflowing drainage ditches along the north side of Otley Road have been reported to Highways.

                                                    The gulley outside school and a grate in the road near Williams court need attention.

  1. Copse and Grass Cutting: – North Yorkshire Grass cutting to be continued as previously.

 

A quote to be requested for the 2026 grass cutting and leaf clearance from Chevin Landscapes.

 

 

  1. Correspondence:             An email has been received from a resident who has concerns about the level of development and light pollution at Crimple Head House. It was decided to inform Planning Enforcement of these concerns.

                                                     The Re-Declaration of Compliance for the Pensions Regulator has been completed.

Cllr Parish is to attend the North Yorkshire Council’s Parish Liaison: Skipton and Ripon meeting on 4 February 2026

 

  1. Councillors Questions: Litter Picking – In recent years it has got increasingly dangerous for volunteers to litter pick some of our roads. North Yorkshire Council could be asked to do the more dangerous routes. The Parish Council could arrange for a litter pick to cover the footpath side of Otley Road into Harrogate, through the village and down part of Shaw Lane to be done in May 2026.
