HAVERAH PARK WITH BECKWITHSHAW PARISH COUNCIL

 

MINUTES OF THE MEETING HELD ON Monday 17 June 2024

 

Location:        Beckwithshaw Village Hall (After Copse inspection)

 

Present:         Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mr S Swires,

Cllr J Parish and Cllr N Hull

 

Parish Clerk – Mrs J H Galloway.

 

1 Member of the public was present.

 

 

The meeting commenced in the copse at 7.30pm and continued in Village Hall at 7.45pm

4          Approval of previous minutes –

 

Approval of the Minutes of the Parish Annual Meeting held on 13 May 2024 was proposed by Cllr Ellis, seconded by Cllr Mr S Swires and the Parish Council Meeting held on 13 May 2024 was proposed by Cllr Parish, seconded by Cllr Mr S Swires. Both sets of minutes were signed by the Chairman.

 

 

5          Urgent Business –    Bench – Site management company will contact us

when they take over the site. They have been

finishing off the road surfaces so takeover may

be soon.

 

 

Notice Board   – It has been delivered, needs checking

over prior to payment and then requires installing.

 

 

New Website   – The website may need some adjustments and the Clerk requires access so that updates can be made. More at next meeting.

 

 

Commuted Sums –  New list received with same amounts.

Still awaiting response from Cllr Hull

re monies for cricket ground Otley Road.

 

 

 

  1. Finances

 

The bank balances at 17 June 2024 were reported to the Parish

Council:

New bank mandate handed in to Bank. New names now listed, but the Responsible Officer (The Parish Clerk) has disappeared. New signees will be contacted by the Bank.

 

Approval required to pay clerk’s Salary (£656.75) and Tax (£164.00) for the June Quarter.

Proposed by Cllr Spence, seconded by Cllr Mr S Swires – Carried by all.

 

Approval required to pay clerk’s Expenses for Defib Pads (£143.88).

Proposed by Cllr Mr S Swires, seconded by Cllr Ellis – Carried by all.

 

Year End accounting            Internal Audits have been carried out quarterly by Councillors.

 

The Asset Register has been reviewed.

 

Receipts and Payments Account and Bank Reconciliation

 

The approval of the Receipts and Payments Account and Bank Reconciliation for the

year ending 31 March 2024 was proposed by Cllr Spence, seconded by Cllr Parish and

agreed by all.

 

The Accounts were signed by the Chairman and Clerk.

 

2023/2024 Annual Return.  

 

  1. a) Exemption Certificate. 

 

The Certificate was completed, approval was proposed by Cllr Ellis and seconded

by Cllr Mrs S Swires, carried by all, and signed by the Chairman and Clerk.

 

The signed Certificate to be forwarded to the External Auditors.

 

  1. b) Annual Governance Statement.

 

The statement was completed, approval was proposed by Cllr Mr S Swires and

seconded by Cllr Spence, carried by all, and signed by the Chairman and Clerk.

 

 

  1. c) Accounting Statement.

 

The statement was completed, approval was proposed by Cllr Parish and

seconded by Cllr Ellis, carried by all and signed by the Chairman and Clerk.

 

           

  1. North Yorkshire Councillor             The extended list of items the PC wanted to

discuss with Cllr Hull is still being looked at by

NY highways etc.

Further meeting re the plans for more closures of

the A59 at Kex Gill.

Fundamental Concerns

  • None of the documentation is mandatory.
  • The reports and proposals have been prepared by developers in their own self-interest without any due diligence from NYC.
  • No indication or guarantees that the content and inclusion of any of the reports will be conditional on the granting of any future Planning Approvals.

Biodiversity Report prepared by BSG Ecology

  • We cannot accept this report unless the comments of Dan Mc Andrew are incorporated.
  • Until we can be assured of the mechanism for monitoring the proposals we consider this document to be no more than a ‘Wish List’.

Air Quality Assessment Miller Goodall

  • We find it impossible to accept the conclusion of Clause 6.1.5 that pollution from the developments by Banks, Gladman and at Windmill Farm and Bluecoat Park collectively will have ‘negligible impact’ on air quality. Again no independent assessment has been undertaken.

 

 

Banks Property Castle Hill West

  • This document is no more than a sales pitch without any factual content or evidence that any of the proposals will be implemented i.e. how the area adjacent to Linton House and The Old Poor House will be treated sensitively.
  • Socio Economic Section – we disagree with the proposition that ‘there is sufficient health care capacity in the local area’. The document does not identify the location or refer to any evidence from local health care professionals that this is the case. More evidence of pure window dressing rather than data based fact.

10  Traffic and Highways                             Still awaiting action on the highways

maintenance issues forwarded to them.

11        Copse and Grass cutting                 Copse review. Quote required for:-

 

Lime tree trimming

Ivy removal

Paving need levelling or replacing with

Gravel or bark.

Verges near roundabout need saplings removed.

Footpath to Cricket Club is overgrown by Brambles.

 

Possible replacement of planks on the bench at

Beckwith Head.

 

Apply for grant when quote received from Chevin

Landscapes.
