MINUTES OF THE MEETING HELD ON Monday 13 May 2024

 

Location:     Beckwithshaw Village Hall

 

Present:         Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mr S Swires,

Cllr Mrs S Swires and Cllr J Parish.

 

Parish Clerk – Mrs J H Galloway.

 

4 Members of the public were present.

 

 

Following the Annual Meeting the meeting commenced at 7.41pm

4        Approval of previous minutes –

 

Approval of the Minutes of the Parish (Open) Meeting held on 8 April 2024 and the Parish Council Meeting held on 8 April 2024 were proposed by Cllr Ellis, seconded by Cllr Parish and signed by the Chairman.

 

 

5         Urgent Business –           Bench – Site management company will contact us

when they take over the site.

The bank balances at 13 May 2024 were reported to the Parish

Council:

New bank mandate completed to be handed in to Bank.

 

Internal audit for the quarter and year ending 31 March 2024 completed and approved by Cllr Spence and Cllr Mrs S Swires.

 

External Audit Papers to be completed at the June meeting.

 

          

  • North Yorkshire Councillor A extended list of items the PC wanted to discuss

with Cllr Hull will be compiled and forwarded by Cllr

Spence.

The Parish Council objects to this planning application because the size of

this storage unit cannot be described as “domestic storage”. The length, width

and height of the building are disproportionate to the size of the house. The

cross section shown on the drawings indicate that it’s real purpose is a garage

for a motor home.

The Parish Council objects on the planning grounds as below:-

Cumulative Transport Plan

  • No integrated transport plan
  • Mitigations to accommodate increased traffic in our Parish are only identified as potential and from examining the documentation we conclude them to be inadequate and do not meet our interpretation of future needs in particular. You acknowledge Lady Lane, Whinney Lane, Howhill Road, Beckwith Head Road, and Hilltop Lane are can only accommodate two cars to pass safely but do not offer any meaningful long term solution to this problem. No additional footpaths or street lighting are proposed. These roads are already used as cut through at peak times by workers from Cardale Park.
  • This document has been prepared by Developers for Developers with no apparent input from NYC or sign off of the final Document by Stakeholders such as this P.C..
  • The document is not mandatory what guarantees do we have that the proposals will actually be executed
  • No time table for carrying out the Mitigation works. The road improvements should be carried out before house building commences.
  • No indication of Construction traffic routes all current access routes are defined as ‘Lanes’ and as such are unsuitable for heavy goods vehicles
  • A lack of alternative arrangements if Banks/Gladman developments are not constructed simultaneously. It could take a maximum of 10 years to build out these developments causing long term disruption if the link road joining the two developments is not constructed and opened before major house building commences.
  • The WHIDS document should be finalised, open to consultation and signed off by NYC before any Planning Applications, Outline or Final are granted

Drainage Strategy

  • Will the SUDS system be an underground attenuated tank or surface storage? We are not convinced that Clark Beck has sufficient capacity to carry any addition loading as currently Whinney Lane suffers localised flooding in severe rain conditions.

 

 

9    Local Plan                                       Still no local input being used with regard to

all the new housing developments.

 

10  Traffic and Highways                      NYC have confirmed that the highways

maintenance issues forwarded to them will be

checked by the highways officer.

11       Copse and Grass cutting           Copse review to be done before meeting and

checked with last years report. Actions to be

decided at June meeting.

 

12       Correspondence              Information received from NY re Standards.

Information received about Funds available re digital

hubs.

Email received about links nor working properly on

website.

 

13       Councillors Questions/Comments      Report that there was some damage to

the land at the Shaw Lane Junction.

 

 

14       Dates and time of next meeting at 7.30pm –           Monday 17 June 2024 commencing

in the copse.
