HAVERAH PARK WITH BECKWITHSHAW PARISH COUNCIL

 

MINUTES OF THE MEETING HELD ON Monday 9 September 2024

 

Location:     Beckwithshaw Village Hall

 

Present:       Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mr S Swires,

Cllr J Parish, Cllr Mrs S Swires and Cllr N Hull

 

 

 

Parish Clerk – Mrs J H Galloway.

4        Approval of previous minutes –

 

Approval of the Minutes of the Parish Council Meeting held on 22 July 2024 was proposed by Cllr Parish, seconded by Cllr Ellis. The minutes were signed by the Chairman.

 

 

5         Urgent Business –           Bench – Have contacted site management company, they

still haven’t taken over the site. Contact said she would

speak to Persimmons (as they still own the site) to try

move things forward. Cllr Parish to ask for a quote for the

repair of the Beckwith Head Road Bench.

 

 

 

New Website – The Clerk has contacted Jake Richards

and has a zoom meeting later this week.

 

 

 

Commuted Sums –  Cllr Hull is in conversation with North

Yorkshire Council.

 

 

 

 

  1. Finances

The bank balances at 9 September 2024 were reported to the Parish

Council:

           Prior Approval for Clerk’s Salary and Tax to be paid

Proposed by Cllr Parish and seconded by Cllr Spense.

 

Precept papers received deadline 31 December – figures reviewed for approval next meeting.

 

Reclaiming Vat is in progress.

 

Internal Audit to be carried out before next meeting.

Outline planning application for up to 480 dwellings, sports facilities and associated

Works at land adjoining Beckwith Head Road. (Homes England)

 

The Parish Council objects on the planning grounds as follows:-

 

Outline planning permission for 480 dwellings, provision of football pitches and changing rooms, provision of cricket pitch and pavilion, with associated roads, car parking, landscaping, open space and infrastructure including works to the adopted highway to create site access. All outline matters reserved except for points of access. Land comprising Field at Grid Reference 428025 453431 Beckwith Head Road Harrogate North Yorkshire.

 

Objections and comments relating this application

  • This application should be considered under the guidance of West of Harrogate Parameters Plan (WHIDS) and the Infrastructure Delivery Plan (IDS). Neither of these Documents has been signed of by NYC nor has been out for the promised public consultation. Therefore we believe that this application should not be considered until this work has been completed.
  • The Parish council are not convinced that the mitigation measures outlined in the Cumulative Transport Plan are sufficient to cope with increased traffic volumes which will be generated by the proposed and existing housing developments on the Western Arc. This document has been generated by the developers without any evidence of due diligence by NYC.
  • No timetable for the road mitigation works is included. It is our opinion that these works should undertaken in tandem with the house construction program.
  • Drainage:- The information requested in the Lead Local Flood Authority Considerations and Recommendations Report regarding drainage layouts and Preliminary Hydraulic calculations have been completed and delivered to NYC for scrutiny. Further invention work needs to be undertaken and resolutions proposed to resolve the water run off issues s raised in the letters from parishioners (Antonia Martin-Wright dated 4th September 2024, Thomas Hawkins dated 13th September 2024 and Anne Jones dated 19th September 2924.) All letters are listed in your documents section.

The Parish Council has no objections.

 

 

9    Local Plan                                       No further progress to report.

 

 

 

10  Traffic and Highways                      On checking the Parish Portal the recent items

reported appear to have been resolved, Cllr Parish

to forward checked list.

 

Report dangerous camber on footpath on Shaw

Lane.

 

Yellow Lines outside Village Hall to be reinstated

By mid October.

          Quote received re extra works required and accepted.

Received copies of the Litter Posters re ‘Keep North

Yorkshire Clean’ campaign. To be placed – in Haverah

Park – Layby approaching Pot Bank – Car Park –  Otley

Road, opposite Howhill Road.

 

 

 

Consultation about the tree planting in Haverah Park.

Cllr Parish to awaiting response re the access.
