HAVERAH PARK WITH BECKWITHSHAW PARISH COUNCIL

 

MINUTES OF THE MEETING HELD ON Monday 9 March 2026

 

Location:     Beckwithshaw Village Hall

 

Present:          Councillors – Cllr D Spence, Cllr Ellis, Cllr J Parish, Cllr M David, Cllr Mr S Swires,

 

Cllr Mrs S Swires and Cllr Hull.

Parish Clerk – Mrs J H Galloway.

 

3 Members of the public were present.

  1. Approval of Previous Minutes

 

Approval of the Minutes of the Parish Council Meeting held on 9 February 2026 as amended to include Asset List, was proposed by Cllr Parish, seconded by Cllr David and signed by the Chairman.

 

 

  1. Urgent Business:            Speed Sign – Letter sent to PGTCS Ltd (formerly TWM) on 5

February, still awaiting reply.

 

Village Gateways – A submission to be put to North Yorkshire re

the proposed Gateway/s with pictures and location. Ask neighbouring Parishes about their experiences re Street Licence.

 

Emergency Plan – to be reviewed.

 

Asset List – Reviewed at last meeting.

 

Website – Further instructions have been received for updating

website.

 

Commuted Sums – Ongoing.

 

Neighbourhood Plan Meeting – Cllr Spence to attend meeting

on 10 March

 

Parish Liaison Meeting – Ask Chris Blackburn for meeting dates.

 

North Yorkshire’s Call for Sites – Arrange a meeting with Cllr G

Dixon (Harlow Ward, Harrogate Town Council)

 

Speed Campaign – Already signed up.

 

 

  1. Finances: The bank balances at 9 March 2026 were reported to the Parish Council:

Prior Approval  required for clerks wages and tax  £892.00 in total

  1. North Yorkshire Councillor Boundary review to go to Parliament for approval, to be

implemented in 2027 Local Elections. Pannal and Washburn is

proposed Ward name.

North Yorkshire is still a functioning council without a party

majority.

Kex Gill is still on schedule.

Council Tax increase of 5% for 2026/7

Despite losing £70m in grants from Government (Budgets for

Special needs and vulnerable adults may need shuffling) the

Council intends to build 500 new Council Houses.

Cllr Hull was asked to follow up re Workshop meeting with

Highways and is there a new company recommended for Speed

Cameras etc?

 

 

  1. Planning: Application

Partial Conversion of existing integral garage to living accommodation at 3 Dunscombe Grove, Beckwithshaw (Mr B Rome and Miss D Gibson)

 

The Parish Council has no objections

 

 

  1. Local Plan           See under Item 5 – Neighbourhood Plan Meeting.

 

 

 

 

 

  1. Traffic and Highways:     Waiting for dates of a meeting planned for in March with Area 6

                                                               Highways.

Report to highways about Pot Bank, Street sign at end of

Norwood Lane, missing chevrons opposite Norwood Lane end and dangerous kerb edges on Shaw Lane towards North Rigton.

  1. Copse and Grass Cutting: – Quote received £780.00 plus VAT = £936.00

                                                                                   14% increase

 

Approval proposed by Cllr Spence, seconded by Cllr David and carried by all.

 

  1. Correspondence:            The company running the Artisan Markets has been contacted

about the PC’s policy for banners being placed on the railings at the roundabout (protecting the entrance to the Copse). Arrangements have been made for the collection of the banners that were taken down.

 

  1. Councillors Questions: A young man (a cyclist) has been seen to be litter picking

through the village, entirely voluntarily.

 

 

  1. Dates and time of next meetings at 7.30pm Monday 13 April 2026 includes Parish

meeting
