MINUTES OF THE MEETING HELD ON Monday 9 June 2025
Location: Beckwithshaw Village Hall
Present: Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mr S Swires, Cllr M David, Cllr Hull and Cllr J Parish
Parish Clerk – Mrs J H Galloway.

Following the Copse inspection the meeting commenced at 7.45pm

4 Approval of previous minutes –
Approval of the Minutes of the Parish (Open) Meeting held on 14 April 2025 and the Minutes of the Parish Council Meeting held on 14 April 2025 was proposed by Cllr Spence and seconded by Cllr David. The minutes were signed by the Chairman.
Approval of the Minutes of the Parish Annual Meeting held on 12 May 2025 and the Minutes of the Parish Council held on 12 May 2025 was proposed by Cllr Ellis and seconded by Cllr Parish. The minutes were signed by the Chairman.
5 Urgent Business – New Website – Clerk working with Jake Richards for
further instruction on how to update other parts of
website. Financial records have been updated.
Speed Sign – Continuing to try to get in contact with TWM,
copies of correspondence was sent to Cllr Hull.
Try to get data from recording box.
Bench– Placing bench at Beckwith Head to replace
existing bench. Working party to install bench –
16 June 2025 suggested.
Newsletter – New draft to follow, include small flyer for
Village hall.
Dog Fouling – Contact Dog Warden

The bank balances at 3 June 2025 were reported to the Parish
Council:

3 Years VAT refund received £1,537.31
2021/22, 2022/23 and 2023/24
VAT refund for 2024/25 to be claimed.
Payment to Jake Richards for Web site Hosting £70.00 approved by Cllrs David and Spence.
Prior approval to pay Clerks Salary and Tax for June Quarter approved by Cllr Ellis and Cllr Mr Swires.
- North Yorkshire Councillor The Boundary changes decision is due in
September 2025
NYC are investigating the possibility of more
“20mph” Zones over the next 2 years.
Future Budget cuts will be made mainly on
“discretionary services.

Outline Application with access off Whinney Lane for up to 224 dwellings and a

The Parish Council has no objections
9 Local Plan On the 19th of May Cllrs Parish and Spence joined an
online North Yorkshire Council meeting to discuss the North Yorkshire Local plan which will guide future development and conservation in our area. The plan is in its infancy and is concentrating on a study of existing infrastructure capacities to ensure that future sites are allocated appropriately to locations where existing infrastructure is most capable of supporting development. We were informed that timing of an
underestimate of the plan is a high priority as the Council has a duty to sustain a five year rolling plan of available sites. Of the sites currently put forward by Landowners and Developers the sites selected will be those most likely to deliver Government housing targets in the short term with smaller sites being preferred to large sites and urban extensions.
10 Traffic and Highways The P.C. debated the possibility of obtaining and erecting its
own Traffic/Speed Signs. Cllr Parish to investigate potential signage
and costs.
A price was to be obtained for erecting post and rails on the
Shaw Lane End verge to enable our second “20’s Plenty” poster.
Our PC to join the Average and Fixed Speed Cameras –
North Yorkshire (AFSC-NY) Group

11 Copse and Grass cutting Copse Meeting Review –
Ivy needs clearing.
Ground needs strimming.
Bench seat needs wood filler and centre support
requires pointing.
“20’s plenty” Banner has been attached to
roundabout fencing. Suggestion is place
other banner opposite the Shaw Lane
Junction, ask contractor for posts for banner.
12 Correspondence Pensions Regulator records to update.
Reassess The Society of Local Council Clerks with
a view to joining.
13 Councillors Questions/Comments
Concern was raised about Dog waste being left in the Beckwith and Harlow Grange areas, and that there is a lack of bins for dog waste. Ny Council to be approached about providing necessary bins.
Concern was raised about the condition of the
empty property at No 6 Church Row, report to NYC.
