MINUTES OF THE MEETING HELD ON Monday 14 October 2024

4 Approval of previous minutes – Approval of the Minutes of the Parish Council Meeting held on 9 September 2024 was proposed by Cllr Ellis, seconded by Cllr Parish. The minutes were signed by the Chairman.
5 Urgent Business – Bench – No information from Gateway (the Management Company) yet. It was decided to place the bench on the village hall field until it can be placed alongside Otley road. Cllr Parish to seek quote for refurbishment of seat at Beckwith Head.
New Website – The Clerk has contacted Jake Richards and between bouts of cold and flu have not yet had a meeting. Clerk has managed to access website and is waiting for instructions from Jake Richards via a zoom meeting.
Litter Signs – To be placed at various sites around the Village, susceptible to littering.
Broadband – awaiting update from a Parish Resident.
6. Finances
The bank balances at 14 October 2024 were reported to the Parish Council:
Business Current Account £3,700.02 Business Money Manager (Deposit Account) £6,156.02 £9,856.04
2nd half of precept received.
Clerk’s Salary £656.55 and Tax £164.20 paid.
Precept papers received deadline 31 December – figures reviewed for approval next meeting. Check Insurance re Excess and if it is “New for Old”
Reclaiming Vat is in progress.
Internal Audit to be carried out before this meeting.

8. Planning Matters – Decisions
ZC24/01232/FUL Granted Subject to Conditions
Construction of 779 Photovoltic(PV) panels and new 2.4m high fencing with access Point at Vocalink, 4 Cardale Park (Cheryl Craven).

The Parish Council objects on the planning grounds set out below:-
This proposal would cause more light pollution in a rural area. The hours are too long. The lighting could be more discreet.
The proposal would involve using mains power electricity for 8 hours a day, 7 days a week from October to March. The use of solar power would be a more environmentally friendly option.
This proposal would raise the level of lighting for a period until midnight and would disturb the local bat population’s feeding routes and times.
It is disingenuous to say that Williams Court would not be affected by light pollution because of the tree cover. The surrounding trees are all deciduous and there will be no cover during the autumn, winter and early spring months.

Good morning/afternoon. My name is Derek Spence and I represent Haverah Park with Beckwithshaw PC
As a P.C. we recognise the need for additional housing but are not convinced that the current proposals adequately deal with the necessary provision for improvements to the existing road infrastructure, secondary schools and GP and Dental surgeries.
We object/comment on this planning application as follows:-
Cumulative Transport plan
Proposed mitigations to accommodate increased traffic in our Parish are only identified as potential with no certainty they will be implemented. Traffic through the village of Beckwithshaw and surrounding area has increased dramatically over the last five years since the opening of Cardale Park and the Construction of houses at King Edwin Park. Currently we have no safe crossing point or traffic calming measures within the village and a junction controlled by dangerous mini roundabout.
No timetable for mitigations is provided. Works to improve access from Whinney Lane and Lady Lane need to be undertaken before house building begins to provide safe access for road users and construction traffic. Construction traffic should not be allowed to use unimproved sections of these lanes.
No indication that the mitigations have been subject to independent scrutiny to prove their adequacy. We note that traffic monitoring will be introduced but would like to know what actions will be taken if the mitigations prove inadequate and who will be the enforcing authority.
A lack of alternative arrangements if sites H70 and H51are not constructed simultaneously. It could take up to ten years to build out these developments causing disruption to the existing road infrastructure if the spine road joining the two sites is not completed and opened before the majority of the houses are occupied.
We are not convinced that the increased traffic volumes will, in the words of the report, only lead to ‘some worsening’ or will not be ‘severe’.
We consider that the Infrastructure Delivery Schedule should, as promised, have been open to public consultation and agreement before any planning consents are approved.
Schools and Health Care
No provision has been made for onsite GP or dental surgeries. We very much question the supposition that the existing provision is adequate. No such services currently exist locally.
We question where, when and how additional secondary school places will be provided. It is generally accepted that secondary schools in Harrogate are already heavily subscribed consequently offering parents and students little or no choice in the future.
Existing properties and residents of Lund House Green.
The occupants of these properties require clarity on how the development will impact on their existing boundaries and rights to privacy. In particular how footpaths and cycle routes, as indicated on Fig 2.1 on the Concept Master Plan will be routed away from the existing properties and any reference to rights of way passing through this existing development will be removed from the master plan.
An absolute assurance that the proposed drainage scheme surrounding this area will not create localised flooding.
In conclusion this application should be put on hold until the above issues have been considered and resolved. Thank you
10 Traffic and Highways New dates for Highways Workshops
There has been reports of sightings of deer crossing the B6162 near the Crag Lane/Beckwith Head Road Junction.

11 Copse and Grass cutting Chevin Landscapes to be given go ahead for clearing up and informed re placement of redundant paving slabs.
