MINUTES OF THE MEETING HELD ON Monday 22 July 2024

Present: Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mr S Swires,
Cllr J Parish and Cllr M David

4 Approval of previous minutes –
Approval of the Minutes of the Parish Council Meeting held on 17 June 2024 was proposed by Cllr Parish, seconded by Cllr Ellis. The minutes were signed by the Chairman.
5 Urgent Business – Bench – Site management company have still to contact
us when they take over the site. Clerk is in contact.
Notice Board – Now installed. Grant monitoring form has
been signed off and will be sent to NYC. (With picture).
The Parish Council thanks the Village Hall for installing
the notice board.
New Website – The Clerk and Cllr David will be instructed on how to update website. New pictures and information can then be included.
Commuted Sums – Still awaiting response from Cllr Hull.

The bank balances at 22 July 2024 were reported to the Parish
Council:

A revised Parish Council Asset Register was presented to the meeting.
Following a discussion it was decided that the Ipad and pen are no longer
required.
It was proposed by Cllr Parish and seconded by Cllr Ellis that the Ipad and Ipen
Valued online at £104 and £9 respectively be sold to the clerk at those prices.
- North Yorkshire Councillor Cllr Spence to repeat request for a discussion of an
extended list of items concerning highways matters.
8 Planning Matters – Applications
18/05202/EIAMAJ
Outline Planning for up to 480 dwellings, land for employment, retail centre etc at land off Lady Lane and Whinney Lane.
The Parish Council objects on the planning grounds set out below:-
Cumulative Transport Plan
- Mitigations only identified as potential – no certainty that they will be implemented.
- Timetable for mitigations not identified. Works to improve access from Lady Lane and Whinney Lane should be carried out before house building commences to provide construction traffic safe access to the site. Construction traffic should not be permitted to use unimproved sections of Lady Lane and Whinney Lane to access the site.
- Work should be undertaken to Lady Lane, Hilltop Lane and Whinney Lane to make them safe for motorists, cyclists, walkers and horse riders etc. Currently they are being used as ‘rat runs’ and at peak times are unsafe. This situation will only worsen with the increase in traffic generated by the new development.
- No indication that mitigations will be the subject of continuous scrutiny by NYC to ensure that currently proposed mitigations will prove adequate over the indicative construction period of ten years.
- We do not consider that the increased traffic volumes will only lead to ‘some worsening’ or will not be ‘severe’. We believe that by only dealing with the worst pinch points that the road network will perform worse than it does currently.
General Infrastructure
- No provision of ‘onsite’ GP surgeries or community centres. We question the proposition that the existing provision is adequate.
- No indication how and where additional secondary school places will be provided.
Existing properties and Residents of Lund House Green
- The occupants of these properties need clarity and assurance on how the development will impact on the following: –
- Their existing boundaries and rights to privacy.
- Footpaths and cycle routes, as indicated on Fig 2.1 on the Concept Master Plan, will be routed away from the existing properties and any reference to rights of way passing through this existing development be removed from the Master Plan.

The Parish Council has no objections.

New agricultural access onto Lady Lane for Beckwith Lodge Farm, Beckwith.

9 Local Plan No further progress to report.
10 Traffic and Highways On checking the Parish Portal the recent items
reported appear to have been resolved, Cllr Parish
to check whether these and the list items have
been dealt with.
A crack in the road on Norwood Lane has been
reported via the Parish Portal
With regard to the ‘Rural Footpath’ to the cricket club, the Parish
Council was informed that the path was originally done for the benefit of
Beckwithshaw School to enable safe access to the Cricket Field. North
Yorkshire County Council made the footpath which was paid for by the
Parish Council but it is uncertain as to who would maintain it.

12 Correspondence Letter from NYC re next years precept calculation stating
that they require the figures by the end of December 2024.
Copies of last years calculation to be sent to Councillors,
for information prior to discussion at the September Parish
Council’s meeting.
Awaiting copies of the Litter Posters re ‘Keep North
Yorkshire Clean’ campaign.
Consultation about the tree planting in Haverah Park.
Cllr Parish to enquire re the access.
