MINUTES OF THE MEETING HELD ON Monday 21 July 2025

Present: Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mrs S Swires, Cllr M David,
Cllr Hull and Cllr J Parish

- Approval of previous minutes
Approval of the Minutes of the Parish Council held on 26 June 2025 was proposed by Cllr David and seconded by Cllr Parish. The minutes were signed by the Chairman.
- Urgent Business – New Website – Clerk continuing to work with Jake
Richards on how to update other parts of
website. Minutes and meeting dates have been
updated.
Speed Sign – Unable to download any more data. Data
box to be examined re possibility of downloading
information.
Cllr Spence to write to TWM.
Bench– The bench at Beckwith Head has been
refurbished.
The bench (recycled plastic) remains at the
Village Hall.
Newsletter – Ready for distribution.
Defibrillator – Defib situated at the Smiths Arms may be
unreachable during their refurbishment through the
whole of August 2025 – Cllr Steven Swires to
contact NHS about its unavailability.
Dog Fouling – Has been reported to NY council via
the Parish Portal.

The bank balances at 3 June 2025 were reported to the Parish
Council:

Cllr Spence’s expenses re refurbishing bench £75.00

HSBC has removed the £8.00 monthly account fee as from 1 July 2025
Internal audit for the June quarter was carried out and agreed before this meeting commenced
- North Yorkshire Councillor Close of Burley Bank Road (between A59 and
Penny Pot Lane) from 4 August 2025 for 8 weeks.
NY Council to restructure the Highways Department.
NY Council tightening up the enforcement procedures.

- Local Plan No update
- Traffic and Highways Traffic/Speed signs – Cllr Parish to investigate potential
signage and costs.
The placing of our second “20’s Plenty” poster is to be
reinvestigated with a view to it being placed near
the VAS
Three potholes on the B6162 opposite Sandringham
House to be reported to Highways via the Parish
Portal. Also potholes on Whinney Lane.
Problems can be reported to North Yorkshire on the following webpage:
- Copse and Grass cutting School had placed a huge poster over the top the
of our “20’s plenty” banner and another poster from
Cundall Manor School on the roundabout fence. All have
been removed and owners notified. It was suggested that
the“20’s plenty” banner be placed in the copse.
It was proposed that no banners/notices/posters
of any kind be placed on the Parish Council’s fence at the
roundabout (junction of B616 and B6162) in accordance
with Planning Regulations (to cover the entry point into the
copse) in the Planning Application granted in 2000.
Proposed by Cllr David, seconded by Cllr Mrs S
Swires and carried by all.
- Correspondence It was decided not to join the Society of Local
Council Clerks.
A letter has been received detailing the set up of
Quickline Broadband.

Cllr Ellis reminded the PC that the Two Ridings
Community Foundation’s Small Grants Fund is still
available.
