MINUTES OF THE MEETING HELD ON Monday 18 November 2024
Location: Beckwithshaw Village Hall
Present: Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mr S Swires,
Cllr J Parish, Cllr M David, Cllr Mrs S Swires and Cllr N Hull.
Parish Clerk – Mrs J H Galloway.
4 Members of the public were present.
Questions from the Public
Would this area receive the blue recycling bins? They may be phased in when the old
recycling vehicles are replaced.
Concern was raised about the Traffic Lights situated on the B6161 between Pot Bank
and the Pennypot roundabout.
It was reported that the speed sign appeared to be faulty.
A question was raised about the PC’s comments on the Planning Application for the
Lighting of the Church.

3 Exempt Information Item 15 of this meeting will be held in exempt session as it concerns information relating (to an (individual) (to individuals) under paragraphs 1, 2 & 3 of schedule 12A to the Local Government Act 1972 as amended. Therefore the public will be excluded from this part of the
meeting due to the sensitive nature of the item under discussion. Exempt Information will be kept separate and will not be released for Public scrutiny.
4 Approval of previous minutes –
Approval of the Minutes of the Parish Council Meeting held on 14 October 2024 was proposed by Cllr David, seconded by Cllr Parish. The minutes were signed by the Chairman.
5 Urgent Business Bench – Bench has been placed temporarily on the Village Field
New Website – Clerk has accessed website and has uploaded the recent PC minutes.
6. Finances
The bank balances at 18 November 2024 were reported to the Parish Council:
Business Current Account £3,692.02
Business Money Manager (Deposit Account) £6,166.04
Total £9,858.06
Chevin Landscapes Invoice £1,068.00
Payment proposed by Cllr Ellis, seconded by Cllr Spence and carried by all.
The national pay award has now gone through so the annual salary for the clerk is now £3,283.00 from 1/4/2024. Payment of this increase was proposed by Cllr Parish, seconded by Cllr Spence and carried by all.
After a discussion the Precept Request was finalised. £8,106 was proposed by Cllr David, seconded by Cllr Mr S Swires and carried by all.
Insurance. Assets up to the value of £28,000 are covered, the Excess is £100 and it is NOT “New for Old”
Internal Audit to be carried out before Jan Meeting – Cllrs Mrs Swires and Parish.
7. North Yorkshire Councillor Kex Gill Teams meeting Monday 25 November 2024 Julian Smith MP with Highways has inspected some of the most dangerous NY roads.

9 Local Plan The next Strategic Planning meeting is due to be held on 10 December 2024 at 10.00am.
10 Traffic and Highways A slide show from the Highway’s workshops will be forwarded to Parish Councils.
The Parish Portal is to be closed and a new system implemented in December.
The VAS speed sign has been reported as not working properly.
