MINUTES OF THE MEETING HELD ON Monday 13 January 2025
Location: Beckwithshaw Village Hall
Present: Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mr S Swires,
Cllr J Parish, Cllr Mrs S Swires and Cllr N Hull.
Parish Clerk – Mrs J H Galloway.

2 Declarations of Interest None.
3 Exempt Information Item 15 of this meeting will be held in exempt session
as it concerns information relating (to an (individual) (to individuals) under paragraphs 1, 2 & 3 of schedule 12A to the Local Government Act 1972 as amended. Therefore the public will be excluded from this part of the meeting due to the sensitive nature of the item under discussion. Exempt Information will be kept separate and will not be released for Public scrutiny.
4 Approval of previous minutes –
Approval of the Minutes of the Parish Council Meeting held on 18 November 2024 was proposed by Cllr Mrs S Swires and seconded by Cllr Ellis. The minutes were signed by the Chairman.
5 Urgent Business – New Website – Clerk has accessed website and is continuing to update.
Defibrillator Training– Cllrs Spence and Swires to attend 31 January 2025 at 2.30pm
Speed Sign– still not working, Clerk to chase up.

The bank balances at 10 January 2025 were reported to the Parish Council:

Clerks expenses £147.93
Payment proposed by Cllr Mrs S Swires, seconded by Cllr Swires and carried by all.
Internal Audit for the December quarter was carried out by before the Meeting by Cllrs Spence and Parish.
- North Yorkshire Councillor North Yorkshire Council is having to cut back on some services due to a reduced government grant and the increase in National Insurance contributions.
The social Care budget is set to increase by approx. 5%.
Kex Gill bypass is set to open in 2026.

The Parish Council does not object to or support the application but wishes to request that the lighting of the arena be suitably angled to prevent light pollution in this very rural area.
9 Local Plan The last Strategic Planning meeting was held on
10 December 2024 at 10.00am. Cllr Spence attended and
repeated his previous statement.
10 Traffic and Highways The meeting arranged with Chris Blackburn was postponed due to the weather and is to be rearranged.

11 Copse and Grass cutting Received a letter from North Yorkshire re the verge cutting undertaken by them in our area.
New quote required for grass cutting.
12 Correspondence Speeding and Road Safety Group.
13 Councillors Questions/Comments The black camera mounted on the lamp standard
adjacent to school is an ANPR camera.
