MINUTES OF THE MEETING HELD ON Monday 13 April 2026

 

Location:     Beckwithshaw Village Hall

 

Present:          Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr M David, Cllr J Parish and

Cllr Mrs S Swires.

Parish Clerk – Mrs J H Galloway

 

3 Members of the public were present.

 

Following the Open Meeting the meeting commenced at 7.40pm

 

 

  1. Apologies:                       Cllr Steven Swires.

 

  1. Declaration of Interest: None.

 

  1. Exempt Information: Item 15 of this meeting will be held in exempt session as it

concerns information relating (to an (individual/s) under

paragraphs 1, 2 & 3 of schedule 12A to the Local

Government Act 1972 as amended.

 

Therefore the public will be excluded from this part of the meeting due to the sensitive nature of the item under discussion.

  1. Approval of Previous Minutes

 

Approval of the Minutes of the Parish Council Meeting held on 9 March 2026 was proposed by Cllr David, seconded by Cllr Mrs S Swires and signed by the Chairman.

 

 

  1. Urgent Business:            Speed Sign – Letter sent to PGTCS Ltd (formerly TWM) on 5

February, still awaiting reply. Clerk and Cllr David to write

again.

 

Village Gateways – A submission to be put to North Yorkshire re

the proposed Gateway/s with pictures and location.

Request documents and ask for a copy of the site report.

 

Emergency Plan –To be reviewed by Cllrs 5 May 2026 10.30am.

 

Website – Further instructions have been received for updating

website. Ongoing.

 

Commuted Sums – Contact the Commuted Sums team about

using some funds for Village Gateway.

Neighbourhood Plan Meeting – Cllr Spence attended meeting

on 10 March, copy of minutes to be sent to Cllrs.

Parish Liaison Meeting – Ask Chris Blackburn again for meeting

dates. Also ask for information from Data Logger on

Otley Road.

Ask local resident how many times their wall has

been damaged.

 

North Yorkshire’s Call for Sites – Dates suggested for the

meeting with Cllr G Dixon (Harlow Ward, Harrogate

Town Council) are 27/4/2026, 28/4/2026 (pm) and

5/5/2026 (pm) at either Smiths Arms, Squinting Cat

or the Pine Marten. Cllrs Spence and David to

attend.

 

 

  1. Finances: The bank balances at 13 April 2026 were reported to the Parish Council:

More Litter Pickers have been sighted on Pot Bank.

  1. Copse and Grass Cutting: – First Grass cutting has been done.

 

 

 

  1. Correspondence:            Received an email from Mr C Dunn about the diversion of the

Public footpath at Pot Bank Cottage. This diversion was

approved prior to 1982. North Yorkshire’s records of

Public Footpaths has not been updated, confirmed by the

omission of two known approved schemes in our area not

being recorded or altered on maps. Write back to Mr Dunn

telling him that North Yorkshire are the responsible

monitoring body, that the Parish Council has no

authority in this matter and suggest he contacts NY.

 

                                                    Received an email from Mr S Cope offering assistance. Invite

him to next Parish Council Meeting for discussion.
