MINUTES OF THE MEETING HELD ON Monday 12 May 2025
Location: Beckwithshaw Village Hall
Present: Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mr S Swires and Cllr J

3 Members of the public were present.
Following the Annual Meeting the meeting commenced at 7.41pm
1 Apologies Cllr M David and Cllr Hull.

4 Approval of previous minutes –
Approval of the Minutes of the Parish (Open) Meeting held on 14 April 2025 and the Minutes of the Parish Council Meeting held on 14 April 2025 was carried over to the next meeting.
5 Urgent Business – New Website – Clerk to contact Jake Richards for further
instruction on how to update other parts of website.
Speed Sign – Continuing to try to get in contact with TWM,
copies of correspondence was sent to Cllr Hull.
Consult with NYC.
Bench– All in favour of placing bench at Beckwith Head to
replace existing bench.
Newsletter – Draft to be circulated for approval.
- Finances
The bank balances at 3 May 2025 were reported to the Parish
Council:
Business Current Account 4,890.75
Business Money Manager (Deposit Account) 4,719.20
£9,609.95
First half of precept received £4,053.00
Payment to Zurich for Insurance £264.00 approved by Cllrs Mr Swires and Ellis.
Year End accounting Internal Audits have been carried out quarterly by Councillors.
The Asset Register has been reviewed.
Receipts and Payments Account and Bank Reconciliation
The approval of the Receipts and Payments Account and Bank Reconciliation for the
year ending 31 March 2025 was proposed by Cllr Spence, seconded by Cllr Parish and
agreed by all.
The Accounts were signed by the Chairman and Clerk.
2024/2025 Annual Return.
- a) Exemption Certificate.
The Certificate was completed, approval was proposed by Cllr Ellis and seconded
by Cllr Mr S Swires, carried by all, and signed by the Chairman and Clerk.
The signed Certificate to be forwarded to the External Auditors.
- b) Annual Governance Statement.
The statement was completed, approval was proposed by Cllr Mr Parish and
seconded by Cllr Ellis, carried by all, and signed by the Chairman and Clerk.
- c) Accounting Statement.
The statement was completed, approval was proposed by Cllr Mr S Swires and
seconded by Cllr Ellis, carried by all and signed by the Chairman and Clerk.
- North Yorkshire Councillor Awaiting advice and information from Cllr Hull
re the traffic sign problem and the information about
the meeting with Highways.

10 Traffic and Highways Still awaiting data from Chris Blackburn, NY Highways.
Report damage made to grass verge near the Squinting
Cat pub by delivery vehicles, also a water leak.
Cllr Parish to investigate the availability of other traffic
signs.

11 Copse and Grass cutting Meet in the copse at the beginning of the next
meeting to review work required
12 Correspondence The Two Ridings Community Foundation has
asked for an online questionnaire to be
filled out to help assess future requirements.
Boundary Commission – Letter to be composed
objecting to boundary revision which
removes Harlow Grange development
from our Parish.
13 Councillors Questions/Comments
Concern has been raised about the condition of a dwelling within the village.
It is in a state of great disrepair and affecting the adjoining properties. Fly
tipping is also taking place on the site adding to the Health and Safety of the neighbouring properties. To be reported to NY Environmental Department.
Cllr Ellis reported that a survey for full internet coverage for the village has
been carried out.
