MINUTES OF THE MEETING HELD ON Tuesday 11 October 2022

 

Location:     Beckwithshaw Village Hall

 

Present:         Councillors – Cllr D Spence (Chairman), Cllr A Ellis, Cllr Mrs S Swires

                                        and Cllr V Oldham.

Parish Clerk – Mrs J H Galloway.

 

                    4 Members of the public were present.  

 

                   

                   

1        Apologies    Cllr M David, Cllr J Parish, and Cllr N Hull. 

 

 

2        Declarations of Interest             None.

 

 

3        Exempt Information                     Item 16 of this meeting was held in exempt session

as it concerns information relating (to an (individual) (to individuals) under

paragraphs 1, 2 & 3 of schedule 12A to the Local Government Act 1972

as amended. Therefore the public will be excluded from this part of the

                              meeting due to the sensitive nature of the item under discussion. Exempt

Information will be kept separate and will not be released for Public scrutiny.

 

 

4        Minutes of the meetings held on 27 September 2022  

 

Approval of the Minutes of the Parish Council Meeting was proposed by Cllr Swires, seconded by Cllr Spence and signed by the Chairman.

 

 

5        Urgent Business    –        Bench – Cllr Hull has been sent  information about quotes for

a bench and any funding details.

 

Boundary Fence – Work has been completed.

 

VAS – Quotes for another flashing traffic sign to be obtained and

the availability of any funding (eg. Knabbs Ridge) to be

investigated.

                                                 

                                                  Newsletter – to include Litter Pick details, Energy information,

Overhanging Vegetation responsibilities of

Residents and landowners, Church open for

Charity Donations and Parish Councillor Vacancy.

 

 

 

6        Finances       The bank balances at 11 October 2022 were reported to the Parish Council:

          Approval to pay Defib costs £170.00 + VAT = £204.00

          Approved by Cllr’s Ellis and Swires.       

 

          2nd half of precept has been received £2,950.00

 

 

7 & 8  County and District Councillors

 

                    Cllr Oldham reported that Harrogate Borough Council staffing level has dropped

                              prior to the changeover to North Yorkshire.

                   

 

9        Planning Matters - Decision

            22/03459/TPO                            Granted Subject to Conditions

Works to trees within TPO 08/2012. Felling of 1 Ash Tree(W3), Pollard 1 Ash Tree

(T4). Felling of 2 Ash Trees within G12 of the order. Due to ash dieback at Otley

Road (Blue Coat Wood Development) (Mr G Fitzmaurice)    

 

 

10      Local Plan            Awaiting a date for the next Stakeholders Meeting.         

 

 

11      Traffic and Highways      

Work to replace the Double Yellow Lines and the “School” Road

Marking on Otley road in the village and also the replacement of the

“Anti-slip Surface” on Pot Bank, to be requested for the third time.

Details to be forwarded to Cllr Hull as this is the third time these faults

Will have been reported.

 

Report (via the Parish Portal) that the mini roundabout at the junction

of the B6161 and B6162 requires remarking.

 

The Chevrons on one of the bends needs maintenance, Cllr Parish to

provide “What Three Words” location.

 

“20’s plenty” banner at the Junction of Shaw Lane and the B6161 have been vandalised again, and needs replacing.

 

 

12      Copse and Grass cutting           The plaques for the commemorative oak saplings to be  

put into position on the litter pick day (29 October).

 

The work that needs to be done as a result of the “Tree

Survey” to be coordinated with Village Hall and Church.

                                                 

 

13      Correspondence              None.

 

 

14      Councillors Questions    Continue to actively seek a new Parish Councillor to fill the

Vacancy.
