MINUTES OF THE MEETING HELD ON Tuesday 12 April 2022

 

 

Location:     Beckwithshaw Village Hall

 

Present:         Councillors – Cllr D Spence (Chairman), Cllr A Ellis, , Cllr Ms J Parish, Cllr Mrs S

Swires and Cllr S Lumley.

 

Parish Clerk – Mrs J H Galloway.

 

                    1 Members of the public was present.  

 

          Following the Open Meeting the meeting commenced at 7.45pm

 

         

1        Apologies    Cllr M David and Cllr Miss V Oldham.

4        Minutes of the meetings held on 8 March 2022 Parish Council Meeting  

 

Approval of the Minutes of the above Parish Council Meetings was proposed by Cllr Mrs Swires, seconded by Cllr Ms J Parish and signed by the Chairman.

 

 

5        Urgent Business    – Jubilee       A photo album of current residents (who wish to be

included) to be compiled by Mr I Galloway. A

previous Jubilee album as made in 2002.

 

Medals commemorating the Queen’s Platinum

Jubilee to be purchased and presented to the

children of the Parish and Beckwithshaw School

pupils. Extra bunting also to be purchased.

Proposed by Cllr Ms J Parish and seconded by

Cllr Ellis, agreed by all.

 

          – Commuted Sums

                              The amount of commuted sums available is small

                              but usage to be looked at.

 

 

 

6        Finances       The bank balances at 31 March 2022 were reported to the Parish Council:

7        County Councillor           Future meetings will be attended by the new Unitary

                                                  Councillor.

                                                  Kex Gill to be commenced end of 2022, lasting approx.

14 months.

Improved A1M junction is nearly finished.

“20 is plenty” campaign has no blanket coverage.

Localised Bus services under review.

 

 

8        District Councillor           Cllr Miss V Oldham is Mayor Elect for Harrogate Borough

                                                  Council 2022/2023.

The Parish Council has no objections.

 

22/01071/CLEUD – Certificate of Lawfulness for 16 caravans at Cardale Park, Pot Bank (Sarah    Parkin).         The Parish Council has no Comments.

 

 

 

 

22/00490/FULMAJ – Erection of vehicle store and workshop and installation of solar panels and ground source heat pump at Snell House Farm, Otley Road (Mr R Fearnley)

         

                The Parish Council objects on the planning grounds set out below:

 

                The Parish Council has concerns about the size of the farm vehicle store compared

                to the size of the agricultural holding and the need for farm office accommodation.

                The PC also has concerns about the secondary entrance shown on the map (this is

                subject to Enforcement as Planning permission has not been granted). This entrance

                is close to the brow of the hill with no visibility splay on a stretch of the B6161 with a

                derestricted speed limit.

 

 

                    22/00089/EIMAJ – 770 dwelling houses, associated access, etc at Otley Road

(Anwyl Land and Redrow Homes)         

 

                The Parish Council objects on the planning grounds set out below:

 

         This application should not be considered until the WHPP complete with the Infrastructure Delivery Schedule are complete, have been out for public consultation and adopted.

         When adopted the WHPP will become  mandatory and not just an advisory document.

         This application should not be agreed until the wider implications of the additional traffic generated have been fully resolved and agreed.

         Consultations with the Parish Councils involved have been made regarding the resolutions and solutions to the increased traffic.

         Retain the independence of our village community including the school from becoming a suburb of Harrogate.

         A detailed provision of public transport to include Beckwithshaw.

         A commitment from the developers that  the construction of all new houses will reflect  current environ mental concerns i.e. no fossil fuel heating systems, the highest level of insulation and use of solar energy.

         Designs will reflect the rural nature of the site.

         Respect the setting of the development in what was previously regarded as an area of outstanding natural beauty.

 

10       Local Plan             None.

 

 

11       Traffic and Highways       Replacement banners for speed and safety to be

purchased. Proposed by Cllr Spence and seconded by

Cllr Ellis. Agreed by all. Cllr Ms Parish to purchase.

 

Investigate White Gates at Boundary of North Rigton

with a view placing something similar to encourage traffic

to slow down.

 

Check fastenings on the Flashing Traffic Sign to maybe be

able to turn sign round to monitor vehicles leaving village..

12       Copse and Grass cutting  

                                                  The “Queen’s Green Canopy” plaque has arrived.

                                                 

                                                  Inspection of Copse Wednesday 20 April at 7.00pm.

 

                                                  Contact grass cutting contractor re further works required.

 

 

13       Correspondence              Letter sent to South View re overgrown hedges.

 

                                                  Letter sent to North Yorkshire County Council re the fence

                                                  between the school and the copse which has been

replaced (with gate access) and moved from it’s original

line without Parish Council permission.

 

 

14       Councillors Questions    Actively seek a new Parish Councillor to fill the vacancy.
