MINUTES OF THE MEETING HELD ON Tuesday 8 February 2022

 

Location:     Beckwithshaw Village Hall

 

Present:         Councillors – Cllr D Spence, Cllr A Ellis, Cllr M David, Cllr Ms J Parish, Cllr Mrs S

Swires and Cllr Miss V Oldham.

Parish Clerk – Mrs J H Galloway.

 

                    4 Members of the public were present.  

         

 

1.       Apologies:             Cllr S Lumley.

 

 

2.       Declaration of Interest:    None.

 

 

3.       Exempt Information:       None.

 

 

4.       Minutes of the meetings held on 11 January 2022 Parish Council Meeting  

 

Approval of the Minutes of the above Parish Council Meetings was proposed by Cllr David, seconded by Cllr Swires and signed by the Chairman.

                   

 

5.       Urgent Business:             a.       Emergency Plan – Update in progress and to be reviewed

at next meeting.

 

                                                  b.       Newsletter has been distributed..

 

                                                  c.       The defibrillator demo meeting was a success.

 

 

6.         Finances:   The bank balances at 8 February 2022 were reported to the Parish Council:

7.       County Councillor’s Report:                None.

 

 

 

 

 

8.       District Councillor’s Report:                Devolution is in progress, what assets and which

responsibilities might be passed to Parish Councils have yet to be decided.       

 

Awaiting the opening date for the new swimming pool at Ripon.

 

                                                                      Labcorp (Ex Covance) at Beckwith Knowle is

expanding

21/ 04238/TPO – Moor Park, Beckwithshaw - The Parish Council does not object

to or support the application but will support the professional decision of Harrogate

Borough Council’s Arboricultural Officer on this application.

21/05473/FUL - The Barn, Higher Shaw Farm – The Parish Council has no

objections.

Enforcement

20/00406/BRPC15 – An enforcement notice has been issued for Braithwaite Barn, Beckwith Lodge Farm, Beckwith - alleged breach of planning control.

 

 

 

10.     Local Plan   Parameters Plan to go to Council 22 February, concerns will be added as an

                                        appendix with no discussions.

 

 

 

11.      Traffic and Highways:     The road to Beckwith is full of potholes causing flooding during

heavy rainfall.

                                                  The “Roundabout” sign near the entrance to Moor Park has not

                                                            yet been relit and the 30mph sign on the B6162 is yet

to be repaired – received email saying they looking into it.

                                                  The Norwood Lane street sign on the left hand side is missing –

replaced

                                                  The hedges and trees at South View still require trimming even

after being repeatedly reported to NYCC. Cllr Lumley to be informed.

Jon Hunter explained the traffic data logging information.

                                                  Cllr Parish to follow up.

                                                 

 

12.   Copse and Grass Cutting:          

 

                              Contact existing grass cutting contractor with a view to continuing with the existing contract.

 

                              A litter pick on 19 March 2022

 

                              School – A letter to be sent to the Chief Executive at NYCC (copy to Cllr Lumley) about the fence between School and the Copse which has been incorrectly replaced with a fence containing a gate into the copse.
