MINUTES OF THE MEETING HELD ON Tuesday 23 November 2021

Present:         Councillors – Cllr D Spence, Cllr A Ellis, Cllr M David, Cllr Ms J

Parish, and Cllr Mrs S Swires.

1.       Apologies  Cllr Ms V Oldham.

 

 

2.         Declarations of Interest        -  Cllr Mrs S Swires declared an interest in planning item

21/04591/FUL.

 

 

3.       Exempt Information         -  None

 

 

4.       Approval of previous minutes – The Approval of the minutes of the Parish Council

Meeting held on 19 October 2021 was proposed by Cllr David and

seconded by Cllr Ms Parish and signed by the Chairman

 

 

 

5.       Urgent Business    – The Chairman thanked Mr Tom Muirhead for his contributions to and

support of the Parish Council during his term as a Parish Councillor.

 

- Newsletter to be complied for sending out in the new year.

 

– Defibrillator. A demonstration on how to use the Defibrillator has been arranged for Tuesday 25 January in the Village Hall.

 

- Vacancy. Waiting for permission from Harrogate Borough Council to

co-op a Parish Councillor.

 

- The Charles Church Housing Development has been contacted about

the street furniture near the entrance to the estate. Work is due to start in January/ February on Street Lighting, a footpath towards Harrogate and a revised speed limit of 40mph ending at the Horticap entrance (then 60mph towards Beckwithshaw).

 

 

6.       Finances                The bank balances at 23 November 2021 were reported to the

                    The Precept Calculation request of £5,900.00 was proposed by Cllr Ellis,

seconded Cllr Ms Parish and agreed by all.

8.       District Councillor           None.

 

 

9.       Planning Matters   To enable the processing of Planning Applications, Councillors are

asked for their comments. The comments are compared and if

all/majority are in agreement the relevant response is sent to Harrogate

Borough Council. Should there be differences the planning application

is discussed at the next Parish Council Meeting.

21/03276/TPO – Beech House, Moor Park - The Parish Council does not object to or

support the application but will support the professional decision of Harrogate

Borough Council’s Arboricultural Officer on this application. The Parish Council would

like to ensure that any replacement trees will be planted by a qualified Arborist.

Formation of a concrete hard standing to an existing farm yard under the Countryside Stewardship Scheme at Blue Coat Farm, Lady Lane (Mr Robert Ruddock)

 

        The Parish Council objects to this planning application on the grounds that there is

        already ample hard standing parking for the farming activities undertaken at this site.

        There is no proper provision for the surface water runoff from this increased hard

        standing, the existing run off already overflows onto the road from the roadside ditch.

21/00551/PR15 – Alleged breach of planning control, Dumping material/ creation of an access at Moor Park, Norwood Lane, Beckwithshaw.

15.101/5, 15.101/30 & 15.108/14 – Ross Farm – The Parish Council has no objections.

 

10.     Local Plan             There is a meeting on 30 November to discuss the Bluecoat site.

                                        The Parameters Plan is still awaited.

 

 

11.     Traffic and Highways       Several unlit signs to be reported.

 

 

12.     Copse and Grass cutting  - The School have replaced the fence incorrectly, separating

their premises from the copse. School to be approached.

 

                                                    - Consider planting more trees.
