MINUTES OF THE MEETING HELD ON Tuesday 17 August 2021

 

Location:     Beckwithshaw Village Hall

 

Present:         Councillors – Cllr D Spence, Cllr A Ellis, Cllr T Muirhead, Cllr M David, Cllr Mrs J

Ryder and Cllr Miss V Oldham.

Parish Clerk – Mrs J H Galloway.

1.       Apologies:    Cllr Lumley

 

 

2.       Declaration of Interest:    None.

 

 

3.       Exempt Information:       None.

 

 

4.       Minutes of the meetings held on 13 July Parish Council Meeting  

 

Approval of the Minutes of the above Parish Council Meetings was proposed by Cllr David, seconded by Cllr Muirhead and signed by the Chairman.

                   

 

5.       Urgent Business:             a. Data Logger        New location have been sent for placement

                                                            at end of September.

 

                                                  b. Parking on Beckwith Head Road        Not a great deal can be

                                                            done unless the vehicles are illegally parked.

 

                                                  c. Litter Pick            On 9 September to cover the B6161 towards

                                                            Killinghall, meet in Cricket Club Car Park at 10.00am.

 

                                                  d. Community Group         Ongoing.

 

                                                  e. Parish Council Vacancy           Possibly Sally Swires and

there will be another vacancy to be filled.  

 

 

                                                  f. New Defibrillator             Contact Stonebridge Homes re

                                                            sponsoring a defibrillator to be sited, hopefully, at The

                                                            Squinting Cat. Make Doctors surgeries aware of the siting

                                                            defibrillators in this area.   

 

 

6.         Finances:   The bank balances at 13 July 2021 were reported to the Parish Council:

                    Money Manager (Deposit Account)                                      £1,435.52

                                                                                                              £5,629.34

                   

          Transfer excess funds from the Community Account to the Money Manager Account

                    in order to minimise fraud.

 

                    Proposed by Cllr Ellis and seconded by Cllr Spence.

 

7.       County Councillor’s Report:      None.

 

8.       District Councillor’s Report:      It has been decided that there will be one Unitary

Authority to cover the whole of North Yorkshire as from 1 April 2023.

Elections will be held in May 2022 to elect representatives to the new

authority for a term of 5 years.

 

The new road at Kex Gill is hopefully commencing this autumn.

                    The Parish Council does not objection to or support the application but will support

the professional decision of Harrogate Borough Council’s Arboricultural Officer on this

application. The Parish Council would like to ensure that any replacement trees will

be planted by a qualified Arborist.

10.     Local Plan             Still awaiting Parameters Plan, District Councillor to make enquiries.

 

 

 

11.      Traffic and Highways:     Drains and gullies still require clearing.

                                                 

                                                  Hedges that have reported are still needing to be cut back.

 

                                                  Details of grass cutting schedule for 2022 needed.

 

                                                  20mph limit proposal has been sent to Area 6, to be followed

                                                                      up after vacations.

 

 

12.   Copse and Grass Cutting:           The verges have been cut by NYCC and contractor.

 

                                                            Ideas wanted (trees/Shrubs) for the Jubilee next year.

 

 

13.  Correspondence:     

 

i)                 Commuted sums from HBC        

ii)               Newsletters and e-mails forwarded to councillors.

 

 

14.  Councillors Questions:       Comment from Cllr Ellis that the Tokens for Fibre Broadband

are available again.
