Meetings was proposed by Cllr Spence, seconded by Cllr Ellis and signed by the Chairman.

Environmental Impact Assessment Scoping
Opinion for the Erection of up to 560 homes, community facilities, sports
facilities, open space, new accesses and associated works at Bluecoat Park,
Otley Road, (Homes England)
The Parish Council objects on the planning
grounds set out as below:-
Lack of an integrated plan featuring suitable
transport links across the Western Arc Developments.
No consideration has been given to the wider
aspects of the traffic flow to and from the site and how it affects the villages
of Beckwithshaw, Pannal, Burn Bridge and North Rigton.
The existing public transport services are
remote from the site to be a viable
travel option.
There is no design data to prove a water
drainage solution that would be adequate
regarding the agricultural land flooding
history and the density of any inherent hard surfacing.
There is no details of the design of the
properties and their impact on global warming.
Lack of holistic planning. Included in the
three large sites (Windmill Farm, Bluecoat Park and the 2 parts of H51 in the
Western Arc Development provision has been made for Primary Education but none
for Secondary Education, indicating that all those pupils of secondary age would
need public/private transport to and from school which would further add to the
burden of the transport requirement/network.

The outcome of the
investigation is as follows – A new access has been constructed
without receiving planning
permission. Harrogate Borough Council have requested
the submission of a

8. Local Plan Cllr Spence has been working with HAPARA. There is
concern about
the extra numbers of
dwellings being applied for in the developments
and about
infrastructure.
The Parameter Plan for
the Western Arc is due to be made public in
July, the draft being
open for comments.

Traffic and Highways:
Data has been downloaded from the traffic sign and
distributed.
February 2021 (In lockdown) has the
same volume of traffic as February
2020 (Before Lockdown).
Various
roads have been patched and/or resurfaced. Additional work to take
place on Norwood Lane.
12. Copse and Grass
Cutting:
The
contract for verge grass cutting opposite Shaw Lane and towards the Smith’s
Arms
has been awarded to Chevin Landscapes Ltd at a lower cost than last year.
All
relevant documents have been received from the contractor.
13. Correspondence:

and e-mails forwarded to councillors.
14. Councillors Questions: Cllr Muirhead mentioned that the Environmental
Agency needs contacting about the River Crimple which runs along the Parish’s
boundary. Cllr Ellis to information and contact adjoining Parish Councils.
Cllr Ellis asked for link to a 20mph report.
