MINUTES OF THE MEETING HELD ON Thursday 16 May 2019

 

 

Location:     Beckwithshaw Village Hall

 

Present:         Councillors – Cllr D Spence, Cllr A Ellis, Cllr T Muirhead, Cllr M David and

Cllr Mrs J Ryder.

Parish Clerk – Mrs J H Galloway.

 

                    3 Members of the public were present.

 

Following the Annual General Meeting the meeting commenced at 7.50pm

         

 

1.       Apologies:   Cllr S Lumley and Cllr Miss V Oldham.

 

2.       Declaration of Interest:    None.

 

3.       Exempt Information:       None.

 

4.       Minutes of the meetings held on 11 April 2019.

 

Approval of the Minutes of the Open Parish Council Meeting held on 11 April 2019 was proposed by Cllr David, seconded by Cllr Ellis and signed by the Chairman.

5.       Matters arising not dealt with elsewhere:      The Parish Clerk has decided not to retire

and is prepared to continue as Clerk to the Parish Council.

 

6.       Traffic Working Party Report:   

The group are awaiting further information following the closure of the Beckwithshaw Speed Watch. It was suggested that speed bumps and other

Traffic calming measures be looked into.

 

7.         Urgent Business:  

 

a) Bus Parking                            PCSO Lucy Walker is to investigate and report

back to the Parish Council.

 

b) Parish Councillor                     Awaiting the next stage of the protocol from

Harrogate Borough Council

 

c) Litter Issues                            The Parish Council has been informed about a

litter problem seemingly arising from the building

site on Otley Road.

 

 

d) Speeding on Lady Lane           A Data Logger will be installed on Lady Lane for a

7 day period with a report to follow.

                    The Parish Council Objects on the planning grounds set out below:-

          This application is for an inappropriate development which is out of scale and

character with the surrounding area.

 

 

 

     19/01459/REMMAJ

     Reserved matters application for the erection of Nursing/Care Home with Close

     Care Accommodation (Use Class C2), formation of Car Parking, Landscaping and

other associated works (Appearance, Landscaping, Layout and Scale considered)

at Beckwith Head Road. (Vida Healthcare)

 

The Parish Council Objects on the planning grounds set out below:-

 

                        The Parish Council objects on the grounds of lack of road infrastructure, this

development will increase the number of journeys per day and is still concerned that a strategic view of the road requirements arising from all the recently completed and proposed developments is not being considered.

The care home buildings at 2½ and 3 storey are out of keeping within the surrounding area and will be overbearing in appearance.

 

11.   LDF Update:             Awaiting the final Inspectors findings should be available later in the

year.  

 

12.   Finance:                            

a)       The bank balances at 16 May 2019 were reported to the Parish Council:

c)       The approval of the Receipts and Payments Account and Bank Reconciliation for the

year ending 31 March 2019 was proposed by Cllr David, seconded by Cllr Muirhead.  Following Parish Council Approval the Accounts were signed by the Chairman and Clerk.

 

d)       Annual Return.

 

          i)        Exemption Certificate.  The Certificate was completed, and following the proposal by Cllr Ellis, seconded by Cllr David, carried by all it was signed by the Chairman and Clerk.

 

ii)       Annual Governance Statement. The statement was completed, and following the proposal by Cllr Muirhead, seconded by Cllr David, carried by all it was signed by the Chairman and Clerk.

 

          iii)      Accounting Statement.  The statement was completed, and following the proposal by Cllr Ellis, seconded by Cllr David, carried by all it was signed by the Chairman and Clerk.

 

         

13.  Highways:       An application to be made to The Knabb’s Ridge fund to fund the cost of a flashing traffic sign.

 

                              Parish Portal is still inaccessible.

 

14.  Correspondence:     

 

i)       Harrogate BC                    Small grants re UCI Bike races.

ii)     NY Police                          Poster re Mobile Watch.

iii)    Harrogate BC                    Attendance at Ethical Training.

iv)   Beckwithshaw School        Use of Copse area. Permission granted.

v)     Newsletters and e-mails forwarded to councillors.

 

15.  Update on the Copse:         Parish Council meeting in June commences in the copse for a

review.
