MINUTES OF THE MEETING HELD ON Thursday 10 January 2019

 

 

Location:     Beckwithshaw Village Hall

 

Present:         Councillors – Cllr D Spence, Cllr A Ellis, Cllr T Muirhead, Cllr Mrs J Ryder, Cllr Ms L Barovic and Cllr M David.

 

Parish Clerk – Mrs J H Galloway.

 

                    4 Members of the public were present.

                   

1.       Apologies:   Cllr S Lumley and Cllr Miss V Oldham.

 

2.       Declaration of Interest:    Cllr Ellis declared an interest in planning item 15.108/5 footpath

diversion.  This item will be discussed at end of meeting when Cllr Ellis has left

the premises.

 

3.       Exempt Information:       None.

 

4.       Minutes of the meeting held on 29 November 2018.

 

Approval of the Minutes of the Parish Council Meeting held on 29 November 2018 was proposed by Cllr Muirhead and seconded by Cllr David.

                             

5.       Matters arising not dealt with elsewhere:      The Parish Council has received

confirmation from Cllr Lumley that he has sent the grant request for the

projector for processing.

                                                       

6.       Traffic Working Party Report:    Second banner has been received and will be placed in

the village.  It was reported that yet another large vehicle had got ‘stuck’ on

Pot Bank. Any speed concerns should be reported to NYCC online. Waiting

for a response from Cllr D McKenzie re speed limits.

                   

7.         Urgent Business:  

                    a) Emergency Plan:           Sub committee meeting to be held on 30 January

2019 at 7.30pm in the village Hall (Booking to be

checked). Sub committee members are Cllrs’ Spence,

Ellis and David, Clerk Mrs J Galloway and Ms J Parish.

18/04990/FUL

Demolition of two storey extension, erection of single storey and two storey extensions,

Alterations to fenestration, installation of gate at Leckhampton House, Hill Top Lane

(Mr M Walsh).

 

Prior Consultation                   The Parish Council has no objections.

 

18/05109/FUL

Demolition of single storey timber shop and café building, erection of two storey

timber shop and café building at Bluecoat Wood Nurseries (Horticap)

 

The Parish Council has no objections.

 

Footpath Diversion 15.108/5 NYCC

Informal consultation re diversion of footpath at Higher Shaw Farm, Shaw Lane.

 

The Parish Council was neither for or against the proposed diversion.

 

Cllr A. Ellis declared a pecuniary interest and this item was discussed at the end of the meeting after Cllr Ellis had left the premises.

 

                         ENFORCEMENT

18/00701/PR15

Possible breach of planning control at Hill Top Cottage, Hill Top Lane. Erection of fence

in excess of 1 metre adjacent to highway.

 

11.   LDF Update:             Cllrs Spence and Ellis attending cooperation meeting on 24 January

2019. The amount of £70.00 has been raised from the residents towards

The cost of the traffic study.

 

12.   Highways:      Several Potholes have appeared on Pot Bank.

                              Repair at the end of Norwood Lane needs attention.

                             

13.  Finance:                             

a)       The bank balances at 10 January 2019 were reported to the Parish Council:

                    Anti-virus for laptop has been renewed.

 

The Parish Precept request of £4,300.00 (Proposed by Cllr Spence and seconded by Cllr Muirhead) was approved by all.

                                                                               

14.  Correspondence:     

 

i)       Gladman                 Notification of submission of Planning Application re land

East of Lady Lane.

 

ii)     Newsletters and e-mails forwarded to councillors.

 

 

 

15.  Update on the Copse:         Excess bulbs have been planted.

                                                  Proposal to clean up the footpath near the Sandringham

                                                  to be discussed at next meeting.
