MINUTES OF THE MEETING HELD ON Tuesday 13 March 2018

 

Location:     Village Hall, Beckwithshaw.

 

Present:       Councillors – Cllr M Nicholson, Cllr T Muirhead, Cllr

Cllr Mrs J Ryder Cllr S Lumley,  and Miss V Oldham.

Parish Clerk – Mrs J H Galloway

 

                    6 Members of the public were present.

 

                   

1.       Apologies:   Cllr Mrs K Wilson, Cllr D Spence and Cllr M Clark   

 

2.       Declaration of Interest:    None.

 

3.       Exempt Information:       None.

 

4.       Minutes of the meeting held on 13 February 2018:

 

Approval of the Minutes of the Parish Council Meeting held on 13 February 2018 was proposed by Cllr Nicholson and seconded by Cllr Muirhead.

                             

5.       Matters arising not dealt with elsewhere:  The last 10% of the population should have

Superfast Broadband within the next 3 years.

                             

                             

6.       Traffic Working Party Report:              Jo Parish (Working Party) and Cllr Nicholson

attended the Nidderdale Safer Communities Meeting on 7 March.

                   

 

7.         Urgent Business:   Data Protection. It was proposed by Cllr Muirhead and seconded by

                              Cllr Mrs Ryder that the Parish register with the Information Commissioners

Office even though the Parish is not required to do so.

                             

                                        Emergency Plan. A meeting was held with an officer from Harrogate

Borough Council and a draft plan will be forwarded. The collection of

information about people who could provide assistance and those people who

would possibly require help during an emergency will be collected via the next

newsletter.

 

          Parish Council Elections. There are two of the current councillors not

standing at the 3 May Elections. Election packs were distributed.

         

There is to be a litter pick on 14 April 2018, details will be included in the Newsletter.

 

 

 

8.       County Councillor’s Report:      The new road for Kex Gill is moving forward and hopefully

will be in place by 2020.

          The Tour de Yorkshire will operate a rolling road block on race days to

minimise disruption.

 

 

9.       District Councillor’s Report:      The District Council Election is to be held om Thursday

May 3. 

                                        There is to be a small increase in the council tax for 2018/19.

Erection of 1 dwelling for use as holiday let, with associated private drainage system

at Former Saw Mill, Howhill Quarry Road, Beckwithshaw (Mr Robinson)

 

 

The Parish Council does not object to or support the application but wishes to make comments as below;

There is insufficient information about the actual placing on the site. The building is large for a holiday let along with 6 spaces for car parking.  This could impact upon the wildlife on site.

 

 

18/00362/FUL

Various building and construction works including: demolition of valve tower,

Pipework, associated access bridge and masonry wave wall; construction of a stone-

lined channel; formation of steps and a timber footbridge; and associated

landscaping at Reservoir South West of Springhill Farm, Beckwithshaw (Yorkshire

Water Services)

 

The Parish Council has no objections.

 

 

11.   LDF Update:             The Parish Council registered comments on 14 sections of the

Harrogate District Local Plan Publication Draft 2018.

 

 

 

 

 

12.   Highways:      The 5 buses parking along Beckwith Head Road are not illegally parked and are still for waiting Harrogate Borough Council to find a parking place for them.

                              A request has been made for a meeting between the Parish, Highways and the police for Monday at 2pm to discuss speed signs. The Parish is unlikely to get speed traps because we have “Speed Watch”. NYCC is hoping to modify the current policy about the installation of traffic signs, at present it is very restrictive.

                              There is to be a Parish Consult on traffic.

 

                                             

13.  Finance:                             

The bank balances at 13 March 2018 were reported to the Parish Council:

          Approval was given and payment made for

                              Clerk’s expenses £5.40.

 

          Prior approval required for the payment of the Clerk’s salary and Associated tax.

(£343.20 and £85.80), to enable inclusion in the current financial year.

 

 

14.  Correspondence:     

 

i)       NYCC                     Area Committee meeting 15 March 2018.

ii)     Newsletters and e-mails forwarded to councillors.

 

 

15.  Update on the Copse:         

 

Quote from Simon Crossley Landscapes Ltd has been received for grass cutting the verge – 10 cuts a year at £55.00 plus VAT per cut – same price as last year. Acceptance proposed by Cllr Muirhead and seconded by Cllr Mrs Ryder.

                                                 

A quote of £500.00 from Simon Crossley Landscapes has been received for the repair to the footpath alongside the B6161 from the roundabout to the Cricket Field. Acceptance proposed by Cllr Mrs Ryder and

                              seconded by Cllr Muirhead.

                                   

 

16. Councillors Questions:        The flooding at the entrance to Haverah Park to be reported to

highways.

and     Tuesday 8 May 2018 at 7.45pm with the AGM.
